Nội dung	According to the Resolution on comprehensive fundamental innovation in education of the Communist Party of Vietnam, the State and the situation of countries around the world, including Vietnam conducting industrial revolution 4.0, these require Universities need to ensure the quality of training to provide high quality human resources, especially the engineering disciplines. Universities should, therefore, focus on developing the capacity and performance of scientific research of lecturers, particularly technical lecturers to keep up with the changing trends of technical science and technology. This article identifies the tasks, outlines the capacity for scientific research, the state of scientific research of technical lecturers in universities in the context of a comprehensive fundamental innovation in education and Industrial revolution 4.0 and offers some solutions to develop the scientific research capacity of technical teaching staff in universities in Vietnam today
